Regarding Austin-Uranga item re proposed Customs facility @ LGB: After lengthy Council discussion, multiple amendments and substitute motions, Council votes 4-3 (motion by Austin, slightly amended by Price) to direct City Mgr to WITHHOLD work on proposed Customs facility until 60 days after new 4th dist. Councilmember is seated, at which time Manager will come back to the Council for add'l direction on how to proceed re proposed Customs facility. Vote was: Yes: Price, Uranga, Austin, Richardson; No: Lowenthal, Mungo, Andrews.) Mungo and Lowenthal had sought to have staff continue its work, then use what she called staff's "data" to conduct public outreach meetings. Austin and Uranga pressed their original intent, which they said was to have a a Council driven process, in contrast to Mungo-Lowenthal substitute which was continuing a staff driven process. Austin repeatedly cited work done for past nearly two years by staff and noted it was done without Council direction. Multiple speakers opposed international flights. JetBlue rep argued in favor of minimizing any delays.
